Is it necessary for an ECE first-year student to know about IOT technology?

Internet of things (IOT) is an Emerging Technology & have a vast scope in future. Its still in its development phase. So those who are expert in this are availing the Good job offers. Now coming back to your question if you are in 1st Year than you can learn it.
I think you have surely watched the Movie 3 Idiots. There is famous dialogue in that movie - “Life is a race , if u don’t run fast, u will be like a broken andaa…
The same thing applies in our education system. There are lakhs of students who are doing Engineering. So if you have to distinguish yourself from others than you have to do something different.
You can learn IOT in your winter vacation. It will surely help you.
Some people will suggest you that do this course in your 2nd or 3rd year vacations. So you can easily understand it. But let me clear one thing here that for IOT you need to learn python, IBM Bluemix, some elementary knowledge of Sensors. And these all are not the part of your subject Curriculum. So whenever you will try to learn it you will need to make a fresh start. So why not from 1st year itself.
